Rule 1

Noise

No person residing in an urban area may have a pet that disturbs the wellbeing of any neighbour by making such noise that the neighbours experience as intolerable.  

Incidents  were reported that dogs bark continuously day and night.  Other incidents are where children play/tease dogs to the discomfort of other residents.  Another incident is where a resident has a cock that crows from ± 03.00 AM throughout the day.

Rule 2

Number of Dogs/Cats

No person residing in an urban area may have more than 3 Dogs/Cats on their premises irrespective of the health and condition of the animals.

Incidents were investigated where there were 6, 8 and up to 13 dogs in one yard.  Another incident was where a young lady took care of stray dogs to the number of 23 without permission.

Rule 3

Condition of animals

No person residing in an urban area may keep any animal in such a condition that it is detrimental to the animal’s health and could be considered as cruel.

Incidents were investigated where dogs were left to tend for themselves when owners left for holiday without any person looking after them.

Rule 4

Health Risk

No person residing in an urban area may keep any animal that holds a health risk to any other person or animal

Incidents where neighbours fell ill due to the feathers of neighbours’ chicken pens, bird aviaries etc.
